That's according to a new Public Policy Forum report released earlier this month. Part of the problem lies in the lead service lines connecting public water mains to private homes and buildings. The city alone has 40 percent of the state’s lead service lines. And it's one of thousands in the nation with lead poisoning worse than Flint, Michigan, according to a Reuters investigation .
